Legal Question in Real Estate Law in Massachusetts

is it legal for the city to demolish an apartment building after observing it regularly every day, but not deciding whether or not it's safe,grabbing tenants out demanding that they grab only one posession, boarding up the building suddenly, then a couple days later smashing it down with all of the tennants' lifelong belongings in it, when the building was never determined to be unsafe without a doubt? and then to forbid the residents from claiming what's left of their property in the rubble? who signs off on these things? no one? judges? doesn't the city have financial obligations to the residents it negligently plundered the belongings from?
