The reason this has not received an answer is because it is several questions in one and the "towing" issue is not really a real estate law question. The questioner needs to decide which issue is most important and try to get that answered first. The towing question should probably be addressed to a lawyer that specializes in municipal law. As to the 2 driveway entrances, this is a more complicated question than it appears. I suggest that the questioner start at the local Building Inspector's office, look-up the property under both addresses and see what Permits have been issued. (This will likely be a paper file available for inspection and copying at the office.) I hope this helps get you started.
