Legal Question in Real Estate Law in Massachusetts

I have a piece of property where I want to excavate a small amount of sand and gravel to improve my property. I wanted to know, if I need to get a permit if it is a small amount of sand and gravel? I was told that there is a law where a homeowner is not required to get a permit providing that the are improving their property.

Well, as usual, the answer is "that depends." Define "small amount." Is it a cubic ton? Or is it a couple of shovelfuls?
