When is a victim not a victim?

A collegue and her supervisor have had an affair. The supervisor has since been fired. Although the company would like to fire the woman they can't as she is seen as the victim. However the two have been in communication with each other and even had lunch together the other day. Is she still considered a victim if she continues to have contact with him? Those who have to work directly with her are very uncomfortable and would like to see her gone. Does the company have any recourse?
