recieving a suprize citation

i had gotten into an accident. I was going northbound and at the intersection a woman was coming into traffic going eastbound i put on my brakes and hit her on the nose of the drivers side. she says that i had a red light i disagree there was a cop there( though im not sure exactly where) and he agrees with her.Anyways the next day i went to get the proper forms and the police report.In the police report it said i was issued a cition for running the red light.the problem is i was never given any ticket or anything. Can he do that? Can he issue me a ticket without giving me anything at the accident? It just doesnt seem right that he can give me a suprise ticket.(i also never left the accident site so there can be no reason for him not to have able to give me one).Thank you for reading my question and giving me an answer.

Failure to issue a citation, unless there is a reason it was impossible to do so, is a complete defense to a motor vehicle violation. Contact a lawyer!
