inherited car and insurance

My sister died suddenly intestate with no assets except a car. This would be inherited by my parents. As of now they are paying her monthly insurance bills but her insurance expires in a few months.

Can they keep insuring it and registering it without changing the title to their names?

They should transfer the title into their name and simply inform the insurance company. They will most likely allow the insurance to transfer for the two months and then your parents will have to insure it. If your parents wait too long they will have to pay sales tax on the value of the car.

Sorry for the loss of your sister.

Your folks should transfer the car into their names. There is a very easy process called "Voluntary Administration" applicable to probate estates of less than $15,000, plus the value of a motor vehicle.

It's a one page form, costs less than $150 to file. You need a death certificate and can't file it until 30 days has passed from date of death.
