where can I find Probate Standing order 2/99?

You can typically find them in a law library in the "Massachusetts Rules of Court - State" published by West, or the equivalent. I'm not sure whether they are published on the web. (Though they probably should be, as they affect procedural rights of those in the probate court.)
You might also try the Boston Public Library main branch.
