Legal Question in Workers Comp in Massachusetts

i got hurt in 2003, slipped off back of truck caused a minor upper back injury. Then in 2008 I had a bad truck accident a different job, which caused severe lower back injury and re-injured my upper back. Both accidents are workmans comp related injuries...who is responsible to pay these bills? The 2008 second job injury claim states its not responsible because of the 2003 injury. Which makes no sense because my lower back was not injured in 2003. And the upper back injury from 2008 is much more severe than the 2003 accident...How do I fight this nightmare????
