a local business overcharged my credit card by 60 dollars. the manager claims there is nothing he can do because he cant refund the money.. is this true?

No, that's not true. If a company wrongfully charged you, they must correct the matter. If it was a bank or credit card error, then the issue must be addressed with the appropriate bank. You should immediately contact your back who issued the card and dispute the charges, as your time to do so is very limited. Place all disputes in writing - whether to the bank or company. If the company is a franchise or part of a larger corporation, you should contact the headquarters with your complaint.
