Legal Question in Civil Rights Law in Michigan

A complaint was filed against a judge with the Judicial Tenure Commission. The Judge was presiding over a civil case in a Michigan District Court. The complaint was that the Judge allowed a Corporation (the plaintiff) to be represented by a lay person (employee of the Corporation) rather than by an Attorney (The defendant objected to the lay person and filed motions to have the hearings in which the layperson was representing the Corporation stricken from the record). The Judge allowed the case to proceed in clear violation of Michigan Law.
The Commission's answer to the complaint was; quote "there was no evidence of judicial misconduct, as that term is defined by law." End Quote.
The Question: What does the Commission's statement mean and what is the law they are referring to?

I would say the commission found that while the judge may have committed an error, they did not act inappropriately.
