Legal Question in Civil Rights Law in Michigan

My mother(now deceased) would order cigarettes through the mail. She was told by her mail carrier that they were going to start opening packages at the post office if they thought it was cigarettes. They would then turn the names over to the state so they could then send tax bills to people who order out of state cigarettes. She was told not to order any more through the mail. It's sent in a priority mail box, and does have a notice to be delivered only to an adult. Can they just open a package? For all they know it could also be medication, or adult items. I don't think they should be able to do that, because then why not open all packages to make sure state tax was paid on anything purchased through mail order.
