Does a person have a case after being incaraerated for 3yrs. ,then having the case or cases aquitted?

Get a copy of The Criminal Law Handbook by Nolo Press. I believe it discusses restitution and I know it covers the entire criminal law proceedure from start to finish.

Quite possibly.

The civil rights issue is whether there was government misconduct in the prosecution. It depends on the facts of your case and what was done to secure the original conviction.
