What do you mean what law? It's called damage to personal property. What makes you think they were trespassing? If they were checking a meter or performing work, they were not trespassing. Regardless, if someone damages your property, you can pursue a civil action against them for the amount of damages they caused. Proving it is another issue - you must have evidence sufficient to prevail on your claim.
