car pay off

I purchased a car through Society bank which changed to Key Bank.It was paid off in 1998 and have letter stating the loan is paided off. I can not get Key Bank to change the lienholder on my car title. I have contacted the Attorney General Office in Lansing and now completing another form for the Better Business Bureau. What other steps should I take.I can not drop my maiden name and add my married name because of this unjustice done by Key Bank. I have written them several times over the years. This is the first time I have kept a car this long and plan to keep it because it will be listed as a classic in years to come. It is an 1993 corvette that was paid off in 1998. Thank you

There is a state statute that requires that you receive a release of lien within a certain amount of time after car is paid off. I believe it is ten (10) days. You can sue.
