Can a bank take money out of my account from a credit card with no permision.

Are you talking about a garnishment the bank received from a credit card company who has a judgment against you? or something else?

If it was a garnishment, the your bank has a legal duty to comply with a garnishment and withdraw funds from your account, and remit to the creditor accordingly.

If your bank initiated an auto-payment without your permission, it was likely not the bank, but the creditor. If you had not authorized the transfer or payment, then it was invalid and illegal.
