how do I find out if the writ of garnishment for my income tax refund is the same one I have had garnished from my paycheck? do i have the legal right to request the paper work from my employeer?

You should have receive a copy of the garnishment paperwork from the person requesting/issuing it, and also when your employer began garnishing. That's required by law.
