What is minimum payment on a medical bill on a monthly basis that prohibits a business from assigning an account to a collection agency?

There is no such thing. Only payment in full prohibits any bill being sent to a collection agency. However, you can make payment arrangements with the service provider and in many cases, as long as you keep the agreement, the bill will not be transferred to a collection agency.
