Whether the 13 yr old has to register as a sex offender depends on whether heshe is adjudicated ("convicted" in juvenile court terminology). Registration must be done between the adjudication and the disposition (sentencing) hearing, and then the usual reporting and updating requirements of the Sex Offender Registration Act kick in.

It also depends on what the offense is that the child is adjudicated for. For example, CSC 1st is a lifetime registration, but other offenses (like CSC 4th) require registration for 25 years.

To further muddy the answer to your question, some offenses would be viewable on the public (internet) Sex Offender Registration web site when the juvenile turns 18, and others will not.
