if police found this under the left side of vehicle why is my son being charged if he was passanger

What police agency is charging your son? Please tell him not to discuss the matter with anyone but his lawyer.

The police may be trying to scare him into working for them.

WHERE the drugs were found is just one factor in proving (or at least charging) a person with "possession". It's possible that your son made admissions that the weed was his, it's possible that police have his fingerprints on the baggie, it's possible that other witnesses say that the weed is his, etc.
