Writ of Mandamus/Prohibition

I Plan to submitt an EMERGENCY PETITION FOR WRIT OF PROHIBITION OR IN THE ALTERNATIVE, A WRIT OF MANDAMUS to a Fed Circuit Court or the Supreme Court. At the same time I would like for a Fed District Judge to reconsider their previous rulling. I also plan to send the same request to the Fed Dist Court Chief Judge. What type of Motion or other procedure you be used to ask a judge to reconsider based on a Writ that is sent to a Superior Court.
