Legal Question in DUI Law in Michigan

Someone got a DUI in 1995. They paid the fines and attended mandatory classes, had a restricted license for one year. Throughout the years they renewed their license as usual and other activities you would go through sec. of state to perform. Out of the blue, they received information saying that their license is suspended and/or a warrant is out for them. They are scared to death to confront the state because they are so confused, what do they do? Is there a number to call or website to visit to get this clarified??

If someone had a first offense DUI in 1995 and was extraordinarily punished with a one year restricted licence, someone was pretty drunk at the time. Has someone stopped drinking and become familiar with merely reading the mail without being "scared to death"?
