Will I need to expunge driving record first- to be eligible for consideration of license restoration?

You cannot expunge driving related convictions. That is set forth under Michigan law. You will have to follow the Secretary of State rules as to moving forward to obtain a license. Visit www.kliszlaw.com to discuss. Tim Klisz
