Legal Question in Family Law in Michigan

If an 11 yr old boy claims that when he's twelve he's going to court to live with his other parent, is it based on his decision or what's best based on the history of the divorce? (The other parent tried to regain custody after 6 yrs and was denied.) And also, does the primary parent have the right to refuse certain relatives watching their children, of a day, when they are away at the other parent's house?
