Child support

My husband had his child support reviewed by the referee in oakland county MI on 10/04/2007. CS was increased. During the review his ex-wife stated her second home was not rented due to inhabitable because of water damage. I drove by her house this morning and there are clearly people living there. How does he bring that up to FOC? Is there any easier way than having to apeal the FOC recomendation and go to court? How do we prove to the court that people are living there, other than by taking pictures.
