Legal Question in Family Law in Michigan

My daughter is 22 years old and has a 3 and a half year old daughter. The biological father of this child passed away when my daughter was 4 months pregnant. My daughter has since moved on and is engaged to a great guy who treats my granddaughter like she's his own, provides for her, refers to her as his daughter, and she calls him Dad as he is the only Dad she's ever known. He wants to adopt my granddaughter but they don't know where to start and how much something like this costs. He and my daughter are also concerned about the possiblity of the biological father's parents fighting the adoption. They live in Lenawee County in the state of Michigan. What can they do? Where do they start? How much would this cost?
