A divorce decree is actually a court order so anyone who does not follow a court order is in contempt of court. You should first and foremost contact the financial company holding any secured interest in the car to determine how far in arrears the loan is and when or if they would likely repossess it and what if any arrangements they could make in order to stave that off. Next, you will need to request a court hearing, summon your ex-husband into court in order to determine why the payments aren't being made and what your ex-husband intends to do to remedy the situation.
