Information on a Child Custody Law

i over heard that if the father of a child has not paid child support and has not been in the childs life over a year then the mother has the right to sign over her rights to take his name off the birth certificate and can also sign her rights over for the step-father to adopt . is this true ?

It is not true. Payment of child support is independent upon the father's rights to visitation, etc. He does not automatically lose his parental rights for non-payment or lack of visitation. William S. Stern

If a biological parent fails to substantially visit with the child and pay support, having the ability to do so, the court can terminate that parent's parental rights and clear the way for a step parent adoption. This is a complicated procedure and you should hire an experienced family law attorney to handle this for you.
