Minor child deciding which parent to live with

My son will be 13 in May. My divorce order says we have joint legal and physical custody and the child cannot be moved out of the state without the coourt's permisiion. Can my son decide which parent he wants to live with, without court approval, a.)if both parents live within the state and b.)if one parent is in Michigan and the other parent is in Wisc?

Children can express their preference to the judge but cannot decide where they want to live.
