Legal Question in Civil Litigation in Michigan

Do I need a lawyer? I was taken to court by my city over a year ago for property maintenance. I came w/pics showing everything taken care of & found they had 2 new charges that weren't on any citation, 1 was cement the city was responsible to replace. I thought things were settled. I was not aware of a 2nd hearing. Instead of ruling in favor of the city & letting them fine me, they issued a warrant. I was stopped for a headlight out & subsequently arrested on 12/28/16. I was able to pay the 10% but one officer insisted I be processed so they took pics/fingerprints as if it was a criminal warrant. i have a court date 1/19/17.
