My employer does not allow any religous items such as necklaces with crosses, rosary bracelets, etc, but they do allow the muslim women to wear the Hijab (head scarf) which is a religous item...is this legal or discrimination???

That may constitute religious discrimination, depending on the circumstances. If the women wearing head scarves and the employees who would like to carry rosaries perform the same or similar jobs and there is no legitimate business reason to ban rosaries, the distinction would most likely be discriminatory. However, if the women wearing head scarves work desk jobs without any customer interaction but the employees who would like to carry rosaries interact with the public, or work with machinery where rosaries could be a safety hazard, then the employer may have a legitimate reason for apply the rule to some people and not others.
