Legal Question in Employment Law in Michigan

I recently started working as an individual contractor as a computer

programmer for the state of Michigan.

The state of Michigan pays this consulting firm for my billable time

and then this consulting firm pays another consulting firm that got

me the interview for that same time and then that consulting firm

pays me on a 1099 basis.

This company that is suppose to pay me hasn't and its been 5 weeks.

I have in the contract agreement that I would be paid by the 15th of the month for

each previous months work performed. rnrnHere it is the 19th and no money from them.

Would this constitute a breach of contract on their part by not paying me by the specified date?
