Garnishment

Can they garnish 25% of my wages plus put a freeze on my bank account where remainder of my wages are the only money going in? It's a 4 yr old joint tenant dispute where other tenant didn't pay so I'm stuck with his half, I've already paid the entire rent while living there plus the judgement thus far but fell behind in 08 due to medical bills.

Yes, they can both garnish your wages and freeze your bank account. However, I get the impression I don't know all of the pertinent details of this case. If you have already paid the rent plus the judgment, how are you still owing money? Additionally, you can sue your former room/housemate for reimbursement of their share of the rent. The short answer is "yes." It would be wise to file a motion for installment payments and an objection to the garnishment of your bank account if your pay is direct deposited or even if it's not. You can do this yourself or hire an attorney to help you.
