i have a 2 bedroom apartment and i am having someone come stay with me the landlord says it's ok but he wants to rase my rent more then i am already paying, can he do this?

Maybe. If your lease has language in it that allows for an adjustment for rent due to a change in circumstances as to insurance or utilities by your addition of a roommate your rent can be raised. It can be argued easily that a roommate will use more water, and perhaps more electricity and gas as well. It would therefore be allowable for a reasonable increase for that.
