Legal Question in Medical Malpractice in Michigan

Cerebral palsy

I live in Michigan. This happened at St. Joes hospital in 1992. My brother's have cerebral palsy because of doctor's being negliant when they were born. They are now 16 years old. Is it too late to file a case? My mom filed right after they were born but a lot of things were covered up. She was supposed to switch lawyers but never did.
