What percent Native American must you have to be considered Native American by law?

Degree of consangunity requirements for tribal enrollment vary among tribes and pueblos. Each has its own. 25% is common, but some may go as low as 10% depending upon one's Mother's status.

It is best to check with the particular tribe you are interested in. Tribal Administration can supply you with the requirements for their tribe.
