Legal Question in Personal Injury in Michigan

About 5 years ago on a Saturday I was arrested in Harper Woods for driving on suspended license, the police had Woods towing come get my Jeep, Monday morning Woods towing filed papers with the Harper Woods court that my Jeep was found abandoned on the street. They refused to give my Jeep to me even with police clearence, when I contacted the police a female officer told me that if I let you get your Jeep I think you might commit a crime with it. I was then given the runaround and stalled until time elasped and woods towing got ownership of my jeep. This past Friday the Detroit Police contacted me about unpaid tickets on my Jeep, the tickets are 3 years old. I thought woods towing now owns the jeep, but it is still registered in my name so is the plates on the jeep and somebody is driving around in it and getting tickets in my name. What legal action can I take?
