Legal Question in Personal Injury in Michigan

I was in a accident in oct 2010. I was being pulled by a truck, because my car was not drivable. I was setting in my car so I could steer it. We had to make a left hand turn, the driver of the truck made the turn but he pulled me out in front of a van and I hit it head on. I have been in the hospital and now I'm in a nursing home from that day. I only had storage insurance on my car because it wasn't drivable. He got a ticket for improper turn and improper towing. His insurance won't pay any thing to me. I only have medicaid and they won't pay my bills because they say a car insurance should pay.

I am from Michigan. Do I have any claim from any insurance, I can't pay this bills I only get ssi.
