Legal Question in Personal Injury in Michigan

I have a friend that is incarcerated in prison and a prison guard smashed his finger in the cell door as he was closing it. The finger was broken but the facility he is in are not giving him the proper medical attention that he needs. They did set it and put it in a sling but it's not healing right and he is in constant pain and their not giving him any medication for it. Thus, far, the finger is not healing properly because they have not did anything to correct it. He wrote an attorney about it thinking that maybe he can sue or get the facility to give him the needed medical attention but the attorney would not pursue the case, he informed him that it was not worth pursuing. So is there a way that he can file a small claims case against the facility and/or the guard? Please respond back, thank you.
