covenents applied to prevent property use

We have owned a lake property for 39 years. We cannot build there as rules were changed by health dist. regards to septic systems. Many homes are already there and the members have tried to enforce old covenents to prevent our use of lake front in the past. Now they had a secret meeting of the home owners and claim to have had a majority and have drafted strong restrictive rules against us, as well as making assesments so we pay them to enforce the new rules, including forcing us to remove our buildings etc. We are paying them to fight ourselves and they can put a lien on our property if we don't comply. Can we petition the court. to withdraw from convenents as we have had no rights and only penalty. The health dist. took away our rights to build and the self proclaimed association is taking away all other rights, our money and making the property worthless for resale. Help! This can get out of hand and we need some direction and advice. WE never were informed of a meeting nor shown the results, bylaws which they make up as they go. Thanks Lost!!!
