Home refinancing

I am in the process of refinancing my home (FHA Loan). This requires a document to be filled out by our subdivision president. Our president refuses to fill out the document. What can I do?

First, does the President provide a reason for refusing? Second, look to the documents for the Home Owners Association and see if a provision in there requires that the directors assist in completion of required paperwork. Third, is there someone such as the Treasurer, or Vice President that will complete it and still meet the FHA requirement?
