Legal Question in Real Estate Law in Michigan

I lost my home in Michigan to foreclosure about a year ago. A collection agency that is owned by my mortgage co. has sent me a letter and called offering to settle for a fairly small amount since the mortgage ins. co. has paid most of the balance. They said I will receive a letter saying that I have no liability for this if I send them the check. Is this a scam?
