Tree Branch Problem

My Grandpa has a tree that has branches growing over to the neighbor's side. The neighbor thinks my Grandpa should pay for the services rendered to remove these branches. Can the neighbor do this?

No. It is not your grandpa's obligation. The branches that are on your neighbor's side are your neighbor's branches and they alone are obligated to remove them if they have a problem with them.

You should call the ordinance dept of the municipality where your grandfather lives. Ordinarily, the owner of the tree is responsible for maintenance of the tree and preventing it from encroaching on another's property.
