Why is my car showing up as impounded?

I was recently pulled over and the officer said my car was showing up as impounded. More than a year ago, my car was stolen and recovered (I didn't even have a chance to report it stolen)..The officer had it towed, but did NOT impound it. I paid the tow fee, even paid the yard to replace the front and rear windows that had been shot out. Luckily, I still had the receipt in my glovebox. Who do I contact to get this cleared up?
