is it illegal to stop at a flashing yellow light? or is is just cause for to pull someone over in suspicion to drunk driving

Would it be correct to say that you were fully stopped at a flashing yellow light in the mistaken belief that it would eventually turn red?
Well, that's not necessarily illegal, but it does give the officer probable cause to suspect that you were drunk.
