Legal Question in Workers Comp in Michigan

My husband has a Michigan workmans comp case with a Michigan company, and we are Michigan residence. He had surgery at an Indiana hospital. They accepted his BCBS alowable, and sent us a bill for the copay as balance due, which we paid. The hospital is now filing a lean against the workmans comp for the diffrence of the original balance and the allowable. Example: The original bill was for $100,000.00, the allowable was $80,000.00. The lean is for $20,000.00. Is this legal? Don't they have to accept Michigan law in this case?
