Did doctor cause Cerebral Palsy in infant

Mom was into doctor to try and turn baby into right position to deliver didnt work. Doctor decided to do c- section later in week. Gave mom an ultrasound before she left sent her home and said everything was fine. mom went shopping and hospital called while she was gone, when she got home she called them back and they said the baby was under stress and they needed to do an emergency c section but it was to late that nite so she was to come in at 4 in the morning to have it done. she went in andthey did itsomething was wrong they had to work on him for 45 minutes to get nim stable enough on the ventilator to fly him out to another hospital. did they cause him to get Cerebral Palsy buy waiting to do the c section?
