Legal Question in Administrative Law in Minnesota

A Minneapolis zoning ordinance has requirements for windows in non-residential buildings. The windows have to allow someone to see inside the building, and have to allow at least 60% of the light to pass through. The ordinance does not prohibit glass block windows, but the zoning staff interprets to prohibit glass block windows. If it's not prohibited, isn't it allowed?

I have not read the ordinance, but if block windows do not allow someone to see inside or allow at least 60% of the light to pass through they would be probably be illegal. An ordinance cannot possibly specifically name each and every type of glass.
