Legal Question in Civil Rights Law in Minnesota

A friend was taken into custody custody, he said he could not have an attorney because they said he made too much money. Does this make sense?

Presumably the person was refused a public defender, who is an attorney, due to financial ineligibility.

That is not the same as not permitting a person to be represented by an attorney.
