who owns the domain name the web administrator or the company?

What if the administrator no longer works for the company?

I am not sure I understand the question. But typically if you are a web admin working for a company and you are administering the web site for the company then the company would own the domain.

The domain name is normally a ( valuable) asset of the company ( e.g. amazon.com), and as such, unless the company contracted ( foolishly) with an employee to allow non-company ownership ( highly unlikely), the company owns the domain name.
