Can police officers write shoplifting citations weeks after the inccident? Assuume they reviewed the tapes after the inccident and found out a person shoplifted. How often does this happen if it does at all?

Yes. The shoplifting citation may be written any time within a statute of limitations period, which is, at a minimum, one year. Often such citations are written a week or more after the occurrence. The question as to whether charges are likely would depend on the strength of the evidence.
